Kriminalvården is expanding – we are building new, renovating, and adding on, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will be safer and more secure for everyone. We are the authority responsible for prisons, probation, detention centers, and client transport.

Since autumn 2022, Kriminalvården has been a preparedness authority. Total defense consists of military and civil defense. As a preparedness authority, Kriminalvården is part of the civil defense whose goal is to support the Armed Forces, protect the civilian population, and ensure that the most important societal functions operate. Kriminalvården works with Civil preparedness, aiming to ensure that the authority meets the requirements placed on us as a preparedness authority, and that we are prepared to handle a serious crisis or, in the worst case, war.

The position belongs to the planning and development section. The department's mission is to standardize, develop, and improve a high-quality operational content for detention, prison, and probation. The section is responsible for operational planning and follow-up as well as the implementation of special government assignments, etc. The section's mission now also includes coordinating all efforts and assignments related to civil preparedness within the department.

JOB RESPONSIBILITIES

This is a new position that will be developed together with the person hired. You will have the leading and coordinating responsibility for the work regarding civil preparedness in the department and will also be part of the agency's joint coordination group that works with the agency's preparedness efforts.

The main focus of the position is to lead a mission that is part of building Kriminalvården's preparedness for crisis and war. You will do this together with other employees and managers from other departments and from core operations. The mission aims to strengthen the agency's supply preparedness through inventory management and associated logistics. This includes, among other things, working with your colleagues to produce documentation and drive processes forward for decision-making and participate in requirements specification in connection with procurements related to the assignment. It may also involve producing documentation for the department's management and/or clients at short notice, as well as reports for decision support and handling of consultation responses. The position primarily requires a long-term strategic development focus but may also require the ability to switch to a more operational perspective.

The position involves close collaboration with both other departments at the headquarters and with the regions. You will report to the section manager at the planning and development section. Travel may occur in the position.

QUALIFICATIONS

As you will be the sole person in your role in the department within your specialized area, you need to feel confident in taking significant personal responsibility for your tasks and independently drive processes forward to achieve results. This requires you to be proactive and have the ability to initiate activities to reach the goal. To succeed in the role, you need to be strategic, have good collaboration skills, and be able to relate to others in a responsive and smooth manner. Furthermore, you are confident, stable, and have self-awareness.

We are looking for someone who has:

• an academic degree of at least 120 credits (equivalent to two years at a university/college in social sciences, political science, criminology), or other education combined with experience that Kriminalvården assesses as relevant
• experience working with issues related to civil preparedness
• several years of experience working with project/assignment management
• several years of experience working with qualified investigative work
• experience producing reports to support strategic decision-making within an authority or similar public organization
• experience in work requiring collaboration and/or coordination with experts in other subject areas or organizational levels than your own
• very good ability to express yourself in speech and writing in Swedish

It is meritorious if you have:

• education in civil preparedness
• education in project management
• experience working at Kriminalvården
• experience in implementation and change work
• experience collaborating with other authorities or actors within the preparedness system

OTHER

We have high demands on our employees' security and confidentiality awareness. To work with us, you need to undergo a security check in accordance with the Security Protection Act. The position is classified in a security class, and a security check including a security interview with a background check will be conducted before a hiring decision is made. During the security check, your personal background and relationships will be investigated from a security perspective.
